RFFS SUPERVISOR INITIAL STRUCTURED LEARNING PROGRAMME
DURATION: 3 weeks fully residential
DELEGATE GROUP: This programme is designed for personnel who will undertake the responsibility of Incident/Watch Command. It provides advanced instruction in Command and Control principles and the day-to-day Management requirements of the Rescue and Firefighting Service (RFFS)
PRE ATTENDANCE REQUIREMENTS: Personnel nominated to attend this course shall:
- Be medically fit in accordance to CAP 168 which now indicates that guidance can be made to C&LG entitled "Medical and occupational evidence for recruitment and retention in the Fire and Rescue Service” (relevant national standard for non UK students)
- Be capable of absorbing the course subject matter
- Be currently certified as competent in the Crew Commander role.
AIM: The aim of this structured programme is to provide learning opportunities for personnel who will undertake the Supervisory role of Watch/Incident Commander at a category 3-10 aerodrome.
OBJECTIVES: The learning opportunities afforded by this SLP are designed to enable students to:
- Plan training in accordance with CAP 699
- State the legislative background to the RFFS provision at licensed category 3-10 aerodromes (CAP 168, ANO and other licence conditions)
- State the tactics, techniques and actions required for dealing with a variety of aircraft accidents/incidents.
- Describe the principles of Incident command/Scene Management including post incident issues.
- Demonstrate through simulation the ability to manage an incident to its safe and successful conclusion
- State the Command and control issues relating to Breathing apparatus
- Define the need for effective Scene Management with reference to freight aircraft and hazardous goods.
- Discuss the environmental issues which may have an impact on training or accidents/incidents.
- Discuss various legislative issues relating to Health, Safety & Human resources
- Discuss various legislative issues relating to Health, Safety & non - human resources
- Discuss how human factors can impact upon performance in the workplace.
- Discuss the involvement of airports with security and civil contingency plans promulgated by ODPM
The programme is designed for personnel who are currently in a crew commander role and possess proven Leadership and Supervisory skills
Individuals will be assessed through written and oral questioning and observation of performance in a simulated incident command role.
On successful completion of the programme and the associated assessment process, the individual will be issued with a Certificate of Competence and a record of achievement relating to the relevant areas of CAP 699. The period of validity of the Certificate of Competence is 4 years.
